good news, the Welcome to Sharrow signpost now has planning permission

Proposal: siting of public art consisting of 7 large letters (S,H,A,R,R,O,W)

Location: various sites on woodhead road/sharrow lnae/cemetery road/abbeydale road/bramall lane, highfield, sheffield,

Applicant: bird and bee (comissioned by disinctive sharrow action group)

After considering the proposal, together with comments, the council has decided to grant planning permission subject to condition. (can be found at http://planning.sheffield.gov.uk/publicaccess/tdc/DcApplication/application_detailview.aspx?caseno=KWJQVYNYFY000 )

How does your neighbourhood grow?

Sheffield City Council is currently talking to people about the part of the Sheffield Development Framework that looks at City Policies and Sites. This focuses on places in Sharrow in a lot more detail and so will impact on the day to day life. These include:

• Residential (Housing, flats etc) no longer being an acceptable use of the ground floor units along London Road District Centre. This is so that it is retained as shops, restaurants and takeaways, drawing people in to the area and serving the needs of local people.

• Abbeydale Road will be contracted into three smaller neighbourhood centres rather than running the full length of the road. This will offer the potential for residential uses between these sections of shops .

• Shoreham Street and Worstenholme Road would not be designated as neighbourhood centres. This is due to National Planning Policy which states that “small parades of Shops of purely neighbourhood significance are not regarded as centres”.

• The Lower Porter Valley area would have a preferred use of Offices.

• Guernsey Road area and the Queens Road corridor is proposed for a flexible range of
employment uses with housing no longer accepted.

• The John Street area would be subdivided into two mixed use areas with a respective bias towards housing for the John Street Triangle Conservation Area and Offices for the area along Bramall Lane. This would mean that general industry and warehouses would no longer be accepted. This would have an impact on sites such as Stag andPortland Works .

• Protection is given to historic cemeteries as well as parks and gardens, this means the General Cemetery and St Mary’s Church.

• Gateways to the city centre will be improved. The policies at the moment specify that this will be to create striking tall buildings at the ring road .

It is currently possible to comment on these proposals and to view them on the proposals map. This can be accessed at www.sheffield.gov.uk/sdfconsult .

Portland Works Exhibition at Bank Street Arts

Portland Works

A curated group exhibition designed to draw attention to the traditional skills practiced at Portland Works and the people whose livelihood depends on it continuing as a working/creative community. Portland Works is under threat of closure as one of Sheffield’s remaining small industrial works, because of plans to redevelop it as apartments and offices. This lively and diverse exhibition of art and craft is designed to engage Sheffield people in an awareness of their industrial heritage and its relevance to their lives. The exhibition blurs the boundaries between art and industry, situating the objects of production, both past and present in an art gallery context, for public viewing. It juxtaposes artefacts produced by craftspeople against artists’ responses to the objects and their environment in the form of paintings, photographs, installations, sculpture and film.

This exhibition runs from 30th March to 17th April

An installation comprising of video and sounds depicting one whole day in the working life of Portland Works. This comprises of multiple screens showing edited footage of the inhabitants of the Works; craftspeople, musicians, artists etc to portray the diversity and breadth of talent that exists there.

This exhibition runs from 30th march to 1st May, Tuesday-Saturday 10am-5pm

If you've recently visited the University of Plymouth in Devon, or you're a student there right now, then you might be familiar with the Roland Levinsky building -- a monolithic construction built in 2007 to house the arts and architecture faculties on the edge of the University. Each year, the institution holds a festival called the Peninsula Arts Contemporary Music Festival, which is now in its sixth year.

This year, however, the organisers have chosen to begin the festival in a rather innovative way -- by turning the building itself into an instrument. In a performance called "Sunlight Symphony: Sunrise", artists Alexis Kirke and Tim Hodgson have placed light sensors in windows on each floor of the building, facing the direction of sunrise -- and as the sun emerges over the horizon and the first rays of light land on the uppermost sensor, a single note will ring out around the building.

As the light hits the next floor down, another note will sound, and so on until all nine floors are activated -- producing nine different layers of audio. Then, as the sun climbs higher in the sky and the intensity of the received light increases, the intensity and complexity of the music will build, producing melodies and harmonies that play through surround speakers located throughout the Roland Levinsky building.

Art Trail: Call for facilitators

We are hosting Sheffield Hallam Student Volunteers next month. Their brief will be to create an art trail throughout sharrow...

The workshops will be held on Friday 19th Feb and Friday 26th Feb from 12.30pm... We are currently looking for volunteers to help facilitate...

Our aims for the project are that:

1. The students find out more about the area- and therefore may be more likely to come here/ think more positively about what sharrow has to offer...
2. They draw people who live, work and play in sharrows attention to aspects of sharrow that excite them/inspire them and/or are critical of things- so perhaps comment on the way space is used/ link places together...
3. They have to talk to local businesses/ people at the potential locations of the signs and so converstaions start and negotioations start... people start talking about the area and what is distinctive/ important
3. We create a map of their signs and distribute it around schools/ shops/ local people/ students and get poeple walking aorund at looking at sharrow more generally...

We need facilitators for the two workshops- the first would be presenting the area/ themes in the brief and going for a walk around with the students, provoking them, getting then to look at/ know the area better... then help them to come back and discuss ideas for their groups signs... and begin to design them...

The second workshop would be the making of the signs... we have some bought materials as we have fairly substantial pot of money (about £400) and also will hope to salvage materials etc...

The students could also have a small budget per group (from hallam) of about £40 to buy extras if they needed them...

We are expecting 40-50 students to attend and i thought that they could form 8 groups of 5 students (two groups per theme and area- 'create'- the john street triangle... 'play'- the parks and schools, 'gather'... the community buildings (inc sufc!) and 'trade'- london road area)...

I think it is important for the facilitators to push with how the students would interpret these themes... and get them to be as creative as possible... (so play could be about lots of things- a full page of defintions according to the online dictionary- i like Quick, often irregular movement or action, especially of light or color: the play of color on iridescent feathers.)

Notes from the Shops meeting

Please find below the key information from the empty shops meeting.

· We will create an umbrella organisation and identity for empty shops projects throughout the city. This should help us gain publicity and also help link together people who are interested in this type of project. We have agreed this with the Sheffield University Empty Quarter Live project and they will mention this in their final report to Sheffield City Council.

· Our empty shops project will run alongside Art Sheffield, which is from March- May 2009. We will aim to secure four shops and have a number of artists in each on a rolling programme.

· We will need to make an application for funding ideally before Christmas as the Arts Council take 3 months to decide an application for over £5,000.

· We are looking for one or two people who may be interested in looking at the funding application for this project. Julia will be in contact to see if anyone is willing to pursue this.

· We will create a website which will include Sheffield Empty Shops information, such as contacts, other projects and reports (inc Empty Quarter Project Report), creative ideas, useful information. CM will look in to the creation of this.

For those involoved with the London Road empty shop art project there is a meeting on Wednesday 14th 6pm at the Action Group headquarters.

We will discuss:

- The possibilities of producing a rolling programme of events over the course of one/two months, as the amount of shops we secure may be small.

The Distinctive Sharrow Housewarming on Wednesday 23rd September was a really fun evening where we chatted, found out about each other, collected people's ideas and let people know about the projects which we have been involved in...

Our displays told people about:
1. Distinctive Sharrow / The Distinctive Sharrow Toolkit
2. The Action Group
3. Our future plans
4. The four key projects: i. flags, ii. signs (the word on the street), iii. Lloyds corner, iv. empty shops

During the evening we asked people to add to:
1. The display about people of Sharrow (by telling us something about themselves or their relationship with Sharrow and chalk in on a board and have their portrait taken)
2. A map of Sharrow painted on the wall (telling us a project idea, something we should know about Sharrow, or something that inspires them about Sharrow)
3. A display of exciting ideas, ways to act, art, architecture, landscape or design projects they love. (either by making a card or chalking on the wall)

The photos below give a glimpse of some of the input/ ideas that came back. A comprehensive collation of this will be posted on the blog and this will go on to inspire our agenda for the next few months.

We have also had an expression of interest from a few new members and hope they are still keen to be involved- a meeting will be confirmed asap to welcome them into the group. Watch this space!

Room Painting and design of displays: DS HQ

We had a painting day on Saturday, decorating the new DS Action Group HQ... Thanks to everyone who helped...and as you can see have now painted a map of Sharrow on the wall... we hope to use this to add information about DS Action group and others' projects in the neighbourhood. Hopefully as we begin to do more spontaneous projects these can also be mapped.

There is still some painting to do- largely of the woodwork, please contact me if you may be able to spare a couple of hours to help.

We also need to design displays for our housewarming event which is fast approaching. It has been discussed that this will include information about our projects, students work, planning applications, community building projects and inspirational ideas from others... If you would like to be involved or have any ideas for this it would be much appreciated.

Empty Shops

David Parker of Sheffield City Council has very kindly offered to give us a tour of the shops on the Moor and explain the processes he went through in order to make them suitable for occupation (training occurs on the first and second floors) and the dressing of the windows.

If you would like to attend, we are meeting at 2pm outside the Town Hall. Please come along!

This is room is soon to be Action Group HQ- it has potential!

Last night we met to design our Sharrow Action Group HQ! I will circulate minutes, but if you are not on our current mailing list and would like a copy, please contact me on: julia@sharrowcf.org.uk

We will have a decorating day on 15th August 2009. Please attend if possible and invite anyone else you can! I will bring lunch... so please let me know if you can come so i know how much to bring...

We will need the following- please post if you can help with any of the items below:

· Paint! (Plus paintbrushes, rollers, roller trays, masking tape, turps etc) We may be able to get paint donated by Chris Stoke from Stokes Tiles (2589595) or Freecycle. We need people to follow up these contacts.
· Card. Loxley Print Limited may donate some to us- Paul German is Jean Cromar’s contact. This needs to be followed up.
· Display boards: Adam and Catherine have some a1 display boards which they will kindly donate. We may need some more in the future, but this should be fine for now.
· Furniture: We have access to plenty of furniture, which may need repairing/ patching up. We have a plan chest which will fit A1 drawings. but as the room is used we may find other essential items that we can find at a later date. When we have the painting day we can pick furniture and see what needs to be done. It is agreed that we will try to keep this to a minimum at the moment.
· Rugs/ plants/ lamps/ things to make it feel homely... From freecycle- keep a look out but we don’t want to over clutter...
· Base map on acetate/ projector to paint map on wall. (Julia will provide this)
· Sheet and sewing things and fabric pens to make portable map (This could be done at a later date)...
· Cleaning stuff (Julia will source this)
· Velcro/ picture fixings/ scissors/ tape/ pens, paper/ other crafty type things etc (Julia will try to provide as much of this as possible, but if you have anything, bring it along)
. Any other items you think will be useful (this may not be a comprehensive list!)

Splashes of culture along london road

Flags are being put up on London road this week to celebrate our community, our local shops, organizations and such, that are placed along this road. It should 'brighten up the place' also as they have been designed by local people and youth they should and hopefully will be more appreciated. With Jazzy logo's, font and pictures they will add a certain something and make our already well rounded area seem more whole and cultural. Also it is a good chance to show the artistic side of the locals and a welcoming site to visitors. It also expresses the more secluded art that seem to be hidden on London road, showing that there are many people and hidden talents beneath the well-rounded community.

Introduction
Phase 2 of the Welcome To Sharrow –
Signpost Commission is about to ensue.
After the success of Phase 1 during the Lantern Festival we are taking the idea forward
of using The Letters that spell out WELCOME TO SHARROW. So rather than going for
your average Welcome sign we decided to make this a central feature within the Sharrow
Community. The broader idea is to create a sculptural network throughout the Sharrow
Boundary Area which can be used as a map to discover hidden stories, places and features
within distinctive Sharrow.

Stage 1 Review
Taking the 16 Letters that spell out WELCOME TO SHARROW we made anagrams and
different words out of them and placed them in different locations in and around
Sharrow, that we felt were relevant to these areas. These have been recorded and will
become used in the culmination of the project.

The Idea
Continuing the theme of letterforms from Phase 1, I would
like to propose the idea of placing 7 cast-concrete letterform
sculptures in 7 locations within the Sharrow Boundary.
The 7 letter installations that make up the word SHARROW
will be called.....

Locations
So far locations have been determined by creating an even
spread within Sharrow, by looking at the cycle routes and
walks and by the viability of the intended sites.
I am currently in contact with the planning office at Sheffield
County Council and will work with them closely to secure the
intended sites.

I would prefer the sites to be slightly more away from the
roadside and pavements. One for safety reasons and visibility
and two because the letterforms look beautiful when they are
in more natural surroundings. This is why the preferred sites
are on grass banks or nearby trees. There is also opportunity
for planting flowers, shrubs or creepers at the base of each
installation.

Vacant Shops and Artists: Advice from Meanwhile Space

I am from Meanwhile Space, a Community Interest Company working with the Development Trusts Association on (the Government's) Meanwhile project to boost community uses of empty properties in our town centres. We're currently at an early stage where we’re gathering intelligence about what’s already happening and exploring/developing/testing the approach in some particular places.

It is a sticky process and can be really quite cumbersome with business rates, and getting the landlords, agents and council onside, which is why we are trying to gather as much intelligence of what people are actually doing to try and make it easier.

You mention the possibility of council tax exemption if you occupy the spaces. It's quite a complicated and cloudy situation - if you are a registered charity, you automatically get 80% relief from business rates and the remaining 20% is up to the council to grant you exemption. If you are a not-for-profit organisation, it is up to the council to decide if they wish to grant you exemption for any of the business rates so it's obviously important to have the council backing you to get relief from rates if you aren't a charity. Properties over £15,00 Rateable Value (you can check your property here if you know the address: http://www.voa.gov.uk ) are liable to pay business rates after 3 months of being empty (a new law since 2008) so landlords paying business rates would have a further incentive if you could relieve this financial pressure for them.

We are hoping to get a meanwhile website up and running as soon as possible to enable people to talk about problems and issues as well as positive avenues so we will let you know when that goes live and hopefully it will help to talk with others who have done it already/ are experiencing it now about any problems you have along the way. Meanwhile, please do keep us updated with your progress, and do get in touch with any queries you may have.

Thriving Centres

This summer Sheffield City Council are starting research for the ‘Thriving Centres’ initiative where they will look at district and local centres throughout the city. The project will consider how social, economic and physical factors contribute to the creation of vibrant and distinctive places for people to live work and play in.

In Sharrow's case, this will include London Road and an area 400m surrounding this.

Lloyds Corner Brief

‘Lloyds Corner’ is a highly visible small urban space, which currently doesn’t have a strong identity or design. However, local people have identified that it has potential to contribute to the quality of the public realm and the community life.

The Action Group has currently commissioned two projects, the first being Community design flags for sites along London Road, the district centre. The second project is a ‘Welcome to Sharrow’ signpost, the project launch for which was celebrated with giant lanterns as part of the annual lantern festival.

Project aims and objectives:
• Regenerate this key public open space in London Road
• Contribute to making visible the identity of Sharrow
• Engage local people with their urban environment.

Empty Shops Information: Arts Council

The Town Centre’s Initiative was announced by Hazel Blears, Secretary of State for Communities & Local Government and Andy Burnham, Secretary of State for Culture, on 14 April. It is a government initiative to help reinvigorate ailing town centre’s by enabling vacant retail space to be put to alternative uses.

Hundreds of arts organisations across the country are already doing a lot of this, for example the Turner Contemporary in Margate, Shops Upfront in Liverpool and Bedford Creative Arts, and we hope this new fund will enable many more such schemes to happen. It’s good for the artists and it’s good for the towns.

The Arts Council has set aside £500,000 of our lottery income as a fund to which artists will be able to apply for grants of £1,000 to £10,000 to help them carry out artistic activities in empty shops made available to them through the scheme.

To qualify for an Arts Council town centre’s grant, the activity must be art based. The precise criteria are still being finalised but it is likely they will be very similar to those for Grants for the arts. It’s important that the Arts Council can ensure that the art funded is of the highest standard. Any artist or arts organisation can apply. It is more likely to be individual artists due to the smaller size of the grants available through the scheme.We are now talking to the various government departments involved to determine the best way for the scheme to be administered, and so that we ensure the quality of the art that is funded.

Vacant Shops: governement support

1. Standard 'interim-use' leases - landlords need to be assured that there is a proper legal basis for any temporary uses and that they will be able to take the empty premises back as soon commercially viable. To help minimise the cost of setting up such arrangements, Government will create specimen legal documents that landlords can use for temporary occupiers.

2. Temporary leasing of shops to councils - Not all landlords will want to lease to temporary occupiers. In these cases local Councils can step in as an intermediary and agree new temporary, or "meanwhile", leases that enables the Council use the property by granting an interim licence to a local group for community uses.

There has also been some funding secured for this initaive- around £500,000 from the arts council

The planning application for flags on London Road has been granted by Development, Environment and Leisure services. The flags will be at 154, 160, 186, 232-234, 280, 173-175, 187-189, 195, 207, 239 and 253 London Road, Sheffield. The permission will last for 5 years from 27/2/2009- 22/4/2014.

The flags will be put up around the the time of the Sharrow Festival in July. So look out for them!

Would it be possible to use the empty shop fronts on London Road to display local artists work?

This could benefit the landlords by improving the appearance of the shops, yet not use floor space so that it is still in an appropriate state to rent out...
